Happy Holidays is appropriate through the entire month of December. Merry Christmas is appropriate ~ 12/23 - 12/25. Then its back to happy holidays until ~12/29.
If you happen to know when Hanukah is feel free to throw that in on the appropriate days (no matter your religion or the religion of the person you're giving regards to). The exception would be, when the two overlap every few years, you'd wish happy holidays because there are multiple holidays happening at once.
Your religion or your politics has zero effect on what day it is.
