Aw thought mobs below the 37 cap on Solon's Song are green for anyone over level 52. Regardless, it wouldn't be a comparison of no dots compared to using dots, it's the damage difference between using Denon's in place of Chords of Cessation. I assume Denon's is the 38 per tick in your list at your level with your instruments so a difference of 220 damage a minute. The difference between an unslowed mob compared to a 20% slowed mob should be more than 220 damage a minute. Just the min/max perspective of it.
I always felt like the slow in it worked but I could be wrong, I haven't used it for slow in a long time because I usually use Angstlich's . I don't want to move my bard but if it is broken someone will need to make a bug report with logs and parses for it to get fixed.
