Default Selos Song of Travel

Reported in 2013.

This bard self/group only song is checking targets for level and refusing to cast if the target is "too low." The "target" in this context is not grouped and would never receive the buff either way.

This post here seems to indicate from old log files that it was a classic bug that the level check occurred on your target before self-casting, in this case the caster had Manaskin loaded (self-only) but had a lower level character targeted and received this 'too powerful' message:

There is a February 2002 patch note mentioning that this is fixed:

No clue if spells was truly just spells or implied to be songs + spells, but good chance it could be working as intended.

Can someone provide classic evidence or more commentary about this? Starting a spell on a lower level should be the case for spells, but I'm not sure about songs, especially if they function properly after casting on a level appropriate target.
