Spells: Alter plane fear / sky

Both fear and sky ports are for sale in Felwithe , not sure if the other 2 vendors in neriak and erudin have them. those should not be in right ?

I think you mean hate and sky.

alter plane: sky was in game prior to August 22 1999. That's the earliest note of it in the patch notes I see. The plane didn't actually release until Jan 2000. So either the spell did nothing or you showed up to an empty zone.

Not exactly sure when Hate was released (anyone know?), but it was also in game then.
