I remember CB belts being amazing during live. They gave a ton of exp.

CB belts. My friend also did handin at the same time and the xp was I think less than half of what the website would have indicated.

Belts are very common. That much exp for only 16 sounds right.

Not sure what common has to do with the XP per turn in.
I got about 78-79% of a level from 15 belts. That is 5.2% per belt. P99's own wiki has level 6's receiving 10-11% per belt. I'm a high elf enchanter with a 10% penalty. Does not compute. https://wiki.project1999.com/Crushbone_Belts

Are you turning in 4 belts at a time?
Is it possible you turned in some belts that looked like a Crushbone belt but were actually the Rawhide belts that drop from the Legionnaires? http://wiki.project1999.com/Raw-hide_Belt I've done this plenty of times by accident.

One at a time. I was killing low level centurions - they don't drop raw hide.

Does the wiki state a single belt gives 10%?
They are so common that turn ins are usually 4 at a time

Belt XP per turn in does seem low. Turning in that many belts at level 6 should absolutely have at least taken you significantly into level 7 (even with a 10% EXP penalty for casters). They would have done so on Blue, so the XP values must have been adjusted in some way on Green I think.
