This isn't a problem with P99. The problem is on your (or your ISPs) end.

EQ's netcode sucks and can't handle packet loss until you're fully logged into a character. Solution is to figure out what peering partner you all have in common and complain to them that their gateway is dropping packets like crazy. This happens once in a while until the peering partner gets their shit together, and it always tends to affect a small minority of people (not just 1, but not a ton of people either)

Or use a VPN
