Simple communication solves so many problems. People here just saying to "slip in" and take the camp are not offering good advice. If one person is claiming camps X/Y/Z, you can contest one, but the person who has been keeping it down, gets to chose which to vacate. You don't get to just come in and say "this is mine now" without even notifying the person who claimed that camp that it's being contested.
What you should do is send that person a tell and let them know you want to contest camp X and then make your way physically to the camp. The first person can either give it to you, keeping their other camps, or they need to come sit at the camp that is being contested in order to hold it.
I've had only one camp dispute in my 5 years on p99 that required GM intervention, and even then, it was only because the guy was new and didn't know the server rules.
Send tells. Talk to people. It solves so many problems before they even start.
