The devs said you need to swim to around -400 -1700, wait for the boat, and hop onto it when it arrives by swimming into it - this is a temporary workaround. (Best to aim for the mast.)
Yes, I tested it, and yes, it works.
This wasn't from the devs, lol.
A group of people and myself worked this method out, and I posted it when I was able to nail down the locs.
