How does the government prohibit someone from working? I mean yeah they can say no you can't work here at the fancy plane tower because your pee smells like cocaine, hookers and gunpowder but it's not like they go hey you, you can't get a job like at all.

I mean the government does hinge various benefits on income levels but that's not a matter of working, that's a matter of compensation.
