I don't believe it exists in-game. I've never seen it in-game and web searches seem to indicate it was added in a Siren's Grotto revamp circa 2003. Supposedly the snare is very poor as well, with a poor snare percentage and a random duration that could break early, so perhaps you're not missing much. Interestingly Shaman is listed as a valid class for that item on the P99 wiki version of the item, but not on several other versions I've seen posted on the web. Perhaps it was changed at some point but either way it appears out of era for P1999.
