Powerleveling is much faster than questing for 'total time' spent. It's a heck of a lot easier/cheaper and can be way more disruptive to others. Questing for exp (for those who stored quest items for Kunark) was spending a LOT more time and money to camp/buy/store/track(logistics) than you would powerleveling.
The only thing quest exp does is it allows you to go faster ONCE you roll your toon.
