What kind of haste is Seething Fury (rogue epic)?

The rogue epic has both +40% haste and an effect called “Seething Fury” on it which supposedly adds another 40%? My question is what kind of haste is it?

The 40% haste from seething fury is listed on the weapon so it will function correctly. What's leftover is what seething fury does, which is a worn effect with 40atk and 9ac. Ragebringer has 40% worn haste, which will then stack with spell haste like enchanter/shaman haste buff or bard haste song.

Another reason why monks are so broke, having easy access to 40% song haste from their epic which stacks with anything they wear.
