Right now, the stats get upgraded in June2001, so I assume the change happened at that time.
I see a comment stating it dropped as Back equippable in August2001, so I am going to apply the change at June2001. https://everquest.allakhazam.com/db/...99744267315191 If further evidence is found that there was a change between June and August 2000, post it up and we'll change it again.
