There's a thread that explains it in detail, but in brief - it's all thanks to a counter overflowing. EQ polls your system asking for how many milliseconds (or whatever) it's been running but somewhere over ~40 days that value is beyond what the client recognizes so some stuff gets wonky - including mouse-over text.
Starting in windows 10 "fast startup" is enabled by default. This turns a shutdown into not-a-shutdown. Restarting isn't changed - hence why shutting down won't fix it but restarting does. In your power options (under "choose what the power button does") you can uncheck "Turn on fast startup" and then shutdown will work the way you expect it to: [You must be logged in to view images.
