If you want to twink a monk, don't waste plat on a Fungi. A proper monk twink requires either a robe or the exposed nipple straps. Then the trick is choosing top or bottom.

Get a fungi, a decent weapon, some HP rings and fill the rest of the slots with whatever is left in your budget if you make it that far.

And outside of twinking, make sure you keep sneak, FD and other monky skills leveled as you go <3
