i've killed 3 mobs on my ranger and gotten like 3% exp it feels doublish

This. Fuck it between Christmas and New Years though...that should absolutely be EQ only time, bring on the bonus.

Staff doesn't even announce expansion launches anymore, not sure why they would bother to enable XP bonus. When was the last server event?
