Quest is listed as Kunark, From FV

Is the quest giver in game or bugged? Or is this not a Kunark era quest?

I searched High and low for the Starter in FV but I was unable to find this person. Or any of the items for the quest actually.

So I'm guessing its not in the game. But the item itself and the quest certainly seem Kunark Era? Is this something we could get working?
