Go to Velious for adventure, challenge, fun. But definitely don't stay away from Velious cause "Mobs are harder".. That's a sad way to play this awesome fuckin game....

Haha JimmyJam.. Yep- That way of thinking is gross, and makes Norrath a shittier place..

When the server merge happens, lets just take all accounts created in 2009 and stick them into their own realm... Imagine that server- Just imagine it.....

Velious is great. But as others have said, not as "efficient" for leveling.

Crystal Caverns, Tower of Frozen Shadow and Velks are three of my favorite zones in the game though. You just have to bring your own group usually :|

Really great for druids, a lot of quadding zones in CS and WL.

As far as quests, some are just nightmarish... the prayer shawl, the 10ring. Clearly quests that are not meant to be done more than once. They really should make some of those trade skill stuff be tradable, right now it's a stupid chore no sane person wants to do.

Crystal Caverns Geos is a great spot for the level range. Great XP and money. They aren't that much harder than Vanilla/Kunark content, and you get great money to boot. My Shaman did that in his 40s.
