I don't know if another solution exists but installing dgvoodoo2 fixed this same problem for me. You can find several posts about it just by searching for dgvoodoo2. It's a directx wrapper and you just have to copy a few dll files into your eq folder and run the configuration file. It doesn't work with WinEq2. I pair dgvoodoo2 with borderless gaming and it works great.
