There's literally no cap on any kind of excess spending on who knows what in future budgets. They specifically worded it this way to create that loophole. It's shameful. You know what I am saying is true. You're not an idiot.

Is this the 9/11 families bill; I didn't read? Either way the spending is already there but has to be reauthorized twice every term under the discretionary budget.

Putting it under mandatory just gets it off the docket. They were passing it everytime already. Republicans just want something to argue about.
