AFAIK The OT Outpost accepts classic evil race, so Dark Elves, Ogres and Trolls. They also accept "neutral" races (races that can be good or evil) who are either agnostic or worship an evil god and these are Human, Erudite and Gnome. They also accept Iksar who appear as skeletons (lich form or an item.) YMMV for "good" races worshiping an evil deity or someone with an Amulet of Necropotence who worships a good deity.

All vendors in the OT zone are "greedy" merchants who sell at double price and buy at half price. This includes the Klok over by the WW zone.

Bards and Enchanters who are/can be any of the above (DE mask or spell) and agnostic can not just get into the outpost, but can quest their OT hammer at anywhere above 30ish by simply bringing a jade to the zone, casting faction spell/song on the level 29ish skeleton workers hanging out below the ships to become amiable and handing a jade to the foreman.

The above does not apply if you have hunted too much in KC, Kaesora, HS or killed evil guards or scorpions in TD or OT. This means you need to decide whether to faction for your OT hammer or obtain beads usage to charm for it before you hunt in KC or any of the others listed.
