With a 40k budget

Ears: Diamondine Earring x2 - 750-1k each
Neck: Glowing Bone Collar - 500ish
Face: Just whatever. Sarnak-hide Mask or something - under 500
Head: Blood Ember Helm *

Fingers: 55/5 x2 - 450 or something
Wrists: Blood Ember Bracer x2 *
Arms: Blood Ember Vambraces *
Hands: Blood Ember Gauntlets *

Shoulders: Crested Spaulders - 300ish
Chest: Enameled Black Chestplate - 50?
Back: Hooded Black Cloak - 3kish
Waist: FBSS - 13k
Legs: Darkforge Leggings - 600ish (hard to find for sale)
Feet: Blood Ember Boots *

Primary: Ebon Mace - 10k? (not often for sale, maybe get Noct blade or even MoSS for cheaper)
Atramentous Shield - 10-15k, very rarely for sale and everyone wants to buy one
Ranged: Runed Bone Fork - 250ish

Alternately, instead of 1h/shield: Granite Face Grinder - dunno price, shouldn't be more than mace+shield

Also: Circlet of Shadow - 2500ish

* Blood Ember pieces are a bit tricky. Most Kunark class off-pieces without a valuable clicky are worth barely more than their vendor price, but there's so many SK twinks and there doesn't seem to be a set price for BE pieces. Try for 1k each, though bracers might be a bit more because they didn't drop until a couple of months ago.

This might exceed your budget a little, but if you have 40k for a twink, presumably you have a main that can camp some of these items. CoS and the old-world items can be camped with any level 50ish solo class. The above outfit has the added bonus of looking snazzy.
