Travel to Qeynos / Blackburrow area instead if possible? Rolled an Iksar Necro myself as that was what my younger brother played in Summer 2000 and FoB / Kurn's is so good for a newbie.

Pretty sure your necro will be kos in qeynos, so you will have to use the aquaducts or whatever. I agree blackburrow would be the easiest levelling path and you would have bandits in qeynos hills once you tire of gnolls. But if you are just looking for adventure and you like to solo (usually these zones are empty in my experience), I am sure you could find enough to do in Toxxulia or The Warrens.
