Game Mechanics: Target out of view / Blocked buffs should not consume mana (Feb 2001 patch)

The Mccoy logs should have the same "would not have taken hold" message for hots for people with more than 15 buffs. I remember seeing it often on him - but they may be mostly out of era timestamps.
