This is not something in game CSRs can help with. You have to submit a Petition on the forums and in the drop down you can select Reimbursement

Also be aware this is an extremely long process and could take 4-6+ months

I wouldn't bother CSR with this, unfortunately I'm quite sure the rules are explicit that anything you drop is your responsibility, even if stolen by another player.

If you find yourself in that situation again, this is obvious but if you have the lore item on your character or bagged you can drop it on the ground, then pick up the one you dropped originally and swap back. That will start a new timer and you have another 5-6 minutes to pick it up.
