The agreement is simply that Scout is rolled and those who roll help with the kill.

They rolled, PL won, they were more than capable of killing the Captain but chose to kill Klandi instead.

I don't see the issue here.

Saying you don't see the issue here is wild. That would be like saying you don't see the issue with someone charming the evil eye that manastones drop off of in OG classic because they like having it kill mobs as a pet, while a ton of people wait in line to try to get a manastone.

Charming EE stop's EE's from spawning. It removes supply.

Spawning scout giants does nothing to the supply, in 10 hours scout will spawn again. The captain and the giants have nothing to do with her. Doesn't affect anyone. They all get to log off earlier even so it's doing the losers a favor not having to help in a kill.

Your comparison is terrible.

This...If its your mob/loot why does it matter what happens from there. For all we know people are killing Vulak just to delete the loot at this point. If this is against server rules how is it that people are allowed to awake the sleeper? Is letting loot rot on a mob against server rules? Make it make sense...
