Those peeps that keep wanting to wipe the servers and start a fresh one know wiping Green or Blue is unpopular.

They want to force everyone to play in their sandbox to keep a large population, by deleting everyone else's sandbox, leaving them only one choice if they want to play the game.
I think the most logical solution is to do what they initially planned andmerge green and blue, and start a server that consistently wipes a year or two after the last timeline patch, (or just repurpose green for this mechanic as originally spoken about) possibly after merging it's characters onto blue.

Just like on blue when green launched, there would be enough holdouts devoted to their established character rosters that would have 0 interest in switching to a new server. And when you combine the holdouts from blue and the holdouts from green, it would be a sustained, healthy population I believe. Just imagine if the blue population doubled. Because I think that's the effect you'd have.

And then you'd have the droves of people that would swarm the fresh server, and do so continuously with each content drop/timeline refresh. And each wipe/refresh would probably add a handful of new players to blue via merger, as people finally tired of starting over etc.
