Stein of Ulissa Question

What is the minimum level for a Mage to turn in the items to the NPC to get Stein of Ulissa?

Pretty sure i did all these before i even created a mage but i think the only requirement is amiable faction?

Could have swore the NPC to turn in components had a level requirement.

Oh! Yes. Wiki says min level is 33.

My recollection is that there is no level requirement.
I've made mages and have them do the focus items at level 4.

Been awhile.

Also, I do the focus item on ANY class that can summon a pet (makes for a handy reclaim energy clicky)
