First, Badain the turn in mob for the Ring War only spawns every few days. There is a rule that once he spawns, anyone who wants to start a ring war to achieve their Coldain Ring #10 must roll to get the privelage of starting the war. In addition, there are these things called "Guilds" on project 1999. They consist of gatherings of players hoping to achieve the same goal. These guilds like doing Ring Wars because it can provide a few high level items for several players, including Ring 10. As part of the agreement of the guilds, the winner of the roll has twenty minutes to turn in and start the ring war. If not, one of the other guilds have free reign to then in and start for themselv I don't remember if there is a subsection of the agreement that says you must wait for any scrub players that choose great divide, which provides mobs with higher HP and max hit for lower zone experience modifier, to finish their level before starting the war. | |||
