Tomer's Rescue Not working

I have max ally faction, but Tomer refuses to follow me

He willingly gives me his backpack

But when I say, "I can lead you back to master seta," he responds, "What? Knowing how we feel about you and your reputation, not to mention the grief you've caused Master Lu'Sun, you would try to act as my friend?!? Leave me alone!."

When I hand him back his backpack (without doing the quest), he says, "Don't take this personally, but I can't quite trust you with such matters."

I am on a lvl 60 Halfling Druid if that matters.

For the first part, there was a check requiring the backpack to be in an open inventory slot. That is cleaned up, pending update.

For the second part, you would need to be close to Seta and follow the quest line for success.
