Will we ever be able to do this quest and what reward would we get from the final Necromancer rank? 7th rank gets you the Sorcerer Skullcap. In some other version of Everquest you get the Necromancer Skullcap (Necro of the 29th Circle) - This is the reward for the final 8th rank.

By the way, does anyone know why the Necromancer Skullcap 8th rank is called Necro of the 29th circle? What's so special about the number 29?

8th one will never be available here. The quest was broken and not fixed until 2003

Does the 8th Rank Necromancer Skullcap look cool? What does it actually look like? Cause I really like an iksar hermit he is my favorite npc character.

Why is it called Necromancer of the 29th Circle? Is 29 some kind of important freemasonic number?
