Post Updated Plane of Hate Mini's Rules

Greetings, all!
In the spirit of simplifying our rulesets and ensuring equitable enforcement, we will be making an adjustment to the rules for the Plane of Hate “Minis”, effective immediately. This update will be effective across all P99 servers.

Given the level of expertise that some players have achieved with killing these mobs solo or in a group, they will no longer be considered raid mobs with a unique ruleset. As such, they will follow the rules for standard campable mobs, such as any other groupable named mob. There is no longer a need to port out of the zone to kill them if they spawn while you're in the zone.

Given these mobs have placeholders, they will be considered campable by killing the placeholder and remaining in the zone. As a reminder, if you log off, die, or zone for any reason, your camp will be forfeit.

Additionally, if you are holding multiple camps and someone contests your camp, you have first choice on which camp you keep - but you cannot hold multiple 'camps' if another group wishes to contest one that you are holding. If a member of your group does not respond to a contested camp claim within a reasonable amount of time and it is not obvious which camp you are keeping, your camps may be forfeit.

Why are you making this change?
As the server has evolved, the current custom rule sets have led to undesired consequences amongst the player base. These include the perception that the only way to obtain certain looted items is to buy them from “farm crews” that have formed and have a significantly higher prevalence of killing these mobs than other players. Given the level of expertise these groups have achieved with this custom ruleset, we believe that returning to the base Play Nice Policy will allow for a fairer and more even distribution of kills, based on commitment, skill, and a little bit of luck.

Which mobs does this apply to?
This update applies to all Plane of Hate named mobs, with the exception of raid mobs. The remaining raid mobs in the zone are the Maestro of Rancor and Innoruuk, and remain FTE.

How do I claim a camp if the placeholders aren’t up and it isn’t currently camped?
Like any other unclaimed camp where the mob being camped has a placeholder, if that placeholder is not up and you wish to claim the camp, the staff will perceive actively killing mobs from the camp (defined as Line of Sight + Reasonable Agro Range) as intent to camp the mob.

Can I kill one placeholder and then sit in a safer location? Can I claim multiple camps?
Per the P99 Play Nice Policy: You do not necessarily need to be at the spawn point to call it 'claimed' while it is uncontested, however, if someone else wishes to contest the 'camp' you do need to return to the 'camp' and maintain a presence at or very near the spawn(s) in order to hold it. You cannot hold multiple 'camps' if another group wishes to contest one that you are holding. The player holding multiple 'camps' retains the right to choose which 'camp' to give up.

Can I kill one placeholder and then go AFK for 3 days?
No, not if you expect to have the camp when you get back. While we do not mandate players respond immediately to camp check requests, if a given camp has been inactive for an unreasonable amount of time and other players are seeking to actively claim that camp, we will typically award that camp to the players actively attempting to kill there. This is not unlike many typical camp disputes in the game. If you want to hold your camp, it is in your best interest to be actively killing the mobs in and around the location of the camp.

What do I do if a camp dispute arises due to this update?
As always, you may submit a /petition in-game for help with a camp dispute. Project 1999 Customer Service Staff will arbitrate spawn disputes on a per-case-basis. We greatly encourage players to find their own resolution to spawn disputes, as the solution provided by the staff will at best be a win-lose situation, and possibly a lose-lose situation. No two decisions, even at the same 'camp', are guaranteed to be the same, as we will take into account multiple factors in making a determination on a 'camp'.
