New patch breaks the game; the cause is dsetup.dll

I apologize. This is my first post so I do not know where to put it so It can be addressed.

I am on the latest patch (V61), but I got disconnected back on the 20th. When I got reconnected, I found that none of my characters show up on the character screen (I see any weapon or shield they have but no body, armor, face, etc. If I choose one of my characters and enter Server(either green or blue) I cannot see myself, other player characters, or NPCs. Just the names above them and any weapon they are holding.
I have uninstalled EQ three times using IOBIT uninstall PRO and reinstalled it along with the v61 patch to no effect.
Is there something I need to manually remove from the registry in order to fix this? I ask because my user name WVFSFFMWF appears even after I uninstall and reinstall.

Any help would be appreciated. I recently retired and had looked forward to playing long uninterrupted sessions.

It shows that I am a decaying skeleton. I got disconnected on the 20th in the middle of fighting a GREEN in misty thicket (embarassing) and now with this glitch my corpse (inphorsir 11th Barb Shaman) will decay with (believe it or not) my best equipment. He is not a twink.
