The only way lowbie rogues with epics is possible is if they completed the quest before the patch to make all epics require level 46.
That patch came about after Brad McQuaid himself was talking to the staff here right? He said he didn't think it was right that a level 1 rogue could wield an epic weapon.
All in an aside while promoting Pantheon many years ago.
