AMD GPU FPS Cap

I'm playing on a new PC, and have an AMD CPU and AMD GPU. On my laptop, I have an AMD CPU and NVIDIA GPU.

NVIDIA Control panel let you set eqgame.exe to 60 FPS, which eliminated the cap on the laptop.

I am hard stuck at 48 FPS on this new PC.

In ALT+O, when FPS is set to 60 max, FPS=39-40, and when 100 max, FPS=47-48.

I have tried the Radeon Chill settings for limiting FPS. As well as the other internal settings in AMD Control Panel.

Running the game standalone, batchfile, wineq2, and dgvoodoo2. All 4 different launches, result in the same issue.

Anyone have similar issues with AMD GPU?
