It does not. That would be chaos haha. Would be a fun experiment to see how many of X it would take to max lvl though. Like homeboy did with gnoll scrolls and his shaman when green first came out. Went from 1-60 just with gnoll scroll turn ins if I remember correctly.

But I will post this as I do every single time - for the love of all that is holy can we ever get the xp bonus without the loot bonus? Maybe loot bonus for dungeons only level 45+ NPCs?

Every single xp/loot bonus means 60s farming lower level xp mobs in the sweet spot, which is 100% their right, but they absolutely wouldn't do it without the damn loot bonus.
