The "/pet who leader" command only worked on your own pet, not other people's.
Post from 2002 showing it still did not work this way even in Luclin: Quote:

I'd recommend more evidence since this is regarding an enchanter animation. Classically, enc animations wouldn't even respond to /pet report health, and possibly even /pet go away. Wouldn't surprise me if /pet who leader didn't even work for the owner of an animation.

If this is being implemented Nilbog, then so should pet command range. Pets should only accept commands given to them by an owner who is in /say range. They should ignore all other commands.
