Game Mechanics: Seahorse Clerics in Kedge Keep casting AoE "Fear2" Spell

Invoke Fear2 / Wave of Fear2 - They are Cleric NPC Only Spells - the AoE it's not the same as Stun Command, and the Invoke is not the same as the single target cleric stun. They are long stuns, too. Cleric mobs as low as level 30-35ish Judicators in Cazic Thule also cast this. The invoke fear is used on a non-primary target by the NPC.
