If you're in a group, the group can always kick you.

If you're doing it solo with another character and there's no one there to respond to the GM inquiry, the GMs will most likely box test you which you will then fail because the other character is AFK, and then you will get banned. The GMs aren't going to accept "well they're permanently AFK" as an answer.

^This. AFAIK its not against the PNP. With that said I would never do it because its indistinguishable from boxing and if CSR comes sniffing or someone petitions, that AFK person better be able to get back to their computer right away to complete a boxing test otherwise RIP to both of your accounts forever.

Btw, many people have offered "AFK levelling services" using bards - where the bard will swarm kite repeatedly so that the other character can gain experience.

I don't bard, but I have done similar AFK powerlevelling on my necro or enchanter -- the difference being I always make sure there is a person at the other end of the other toon.

Again, though... It's an argument with murky waters. If you're not allowed to be completely AFK while someone else earns you experience in group -- then you should also be disallowed to leave up a stream and leave your PC for hours at a time while tracking a raid mob, like Venril Sathir or Sleeper's Tomb golems.

To be honest, I think the more the common exploits of modern p99 players are struck down, the better. Bard swarming while AFK person soaks exp is definitely one of them.

It's not a proof, the GMs would simply demonstrate how only 1 player was able to complete the boxing test.

But if someone's legitimately AFK: not sure the GMs would wait around for the person to come back to start the test or not. Don't know, I don't box and have never been flagged as a problem with boxing - but maybe someone can chime in that has undergone one of these tests.

There will always be a tension between what the staff wants to enforce, and what they can, practically, 100% of the time, enforce. There's not enough devs to enforce every rule with code, and not enough GMs to enforce them with people.

That being said, the rules are still the rules. If you can't appreciate the fact that a ton of people all volunteer their time ... not just to enforce the rules, but to make it so you can play here ... you don't deserve to play here.

(Of course, if the staff were to update the rules more than once a milenia, and worked with the player-base to help make them as clear and as easy to understand as possible ... that would be pretty neat.)

Sure there are other data points but I would expect in the world of VPN prevalence that CSR would no longer use something like being on 2 different IP addresses as proof that boxing isn't occuring.

They could certainly go through histories of accounts that those IPs have accessed to see if there appears to be cross contamination that would lead to a conclusion of boxing or not but again in the VPN world you could be getting a fresh IP every time you log in.

The boxing test is the tried and true method that they can have certainty around 2 independent people are operating 2 independent accounts at the same time.
