Yeah about that but mobs get a speed boost around 50+. You're not proccing twice a minute unless you're dex capped though. I think my monk has the regular EC build and is sitting at like 130dex. You could get more but it usually means dropping hp/sta which is kind of a non-starter unless you're certain stun mitigation exceeds the trade-off.
