Got a new (to me) laptop, installed an SSD, installed Windows 10, and installed p99 and the the same texture packs I had previously on my old PC and the sky was flickering. And dgvoodoo. I set up dgvoodoo following directions I found on the forums to match my games memory and be in the correct directory.
Did a fresh install to C drive directory (on advice) and enabled xpsp2 compatibility and installed texture packs. Sky was still flickering. A friend sent me their entire directory and I did a fresh install and copied over their files overwriting mine, same. Did a fresh install with no modifications other than dgvoodoo. Sky is still flickering. I've tried all of these with first my config file and also by deleting it and having the game generate a fresh one. Currently running the virgin install with dgvoodoo and the single core affinity batch file launcher. Nothing else. I have also installed all the direct x legacy files from Windows. Oh, randomly, only once, the game loaded in with the sky textures instead of flickering a few weeks ago and remained until I quit and logged in the next time. Unsure of what else to try, or what information I can provide to help. Windows 10 GeForce GT 720M 2048 DDR3 16GB ram installed SSD (yes i know my "new" computer is old)

SO, of course I posted this thread. Later in the evening I logged into my tunnel guy, didn't notice if the clouds etc were present. Switched to a toon in Kael, to rez a fella in WL, zoned back into Kael, camped, and switched back to my tunnel guy and... the sky textures/details were there. They remained present in every zone I entered until I logged many hours later.
Today, the following day, I logged in and they are absent again with the flickering. So that makes two times I've seen the textures render correctly. I've changed no display settings whatsoever for possibly a month or so. I usually only touch those during a raid zone with 200+ people in it and then it's only spell effects and haven't done that in quite some time. Thanks

Here's my eqclient file. I have the raw automatically generated one with no setting changes and using that one results in the same problem.
