Finally got it! My sham looking like the final boss of mistmoore now:

All told about ~4700 guardians plus or minus 200, I didn't keep an exact count. 3 bps, 2 swords, 6 legs, dozens of everything else. 218 sapphires. And yeah none of the original 3 sham races can wear PD robe. Iksars can, but they can't get guises and iksars can already wear robes anyway. It was a pure fashionquest. | ||

I mean it's kind of all fashionquest when you think about it. What is more fashionable: having bis vulak\tunare loot or having a really cool looking shaman? It's all status-seeking.
Also I made almost 20k vendoring all those sapphires. So you can pay 80k to have somebody else farm the robe, or make 20k while farming it yourself. | ||

Absolutely fantastic cider!
This is definitely my biggest p99 ragret. Nowhere else is this build as special IMO. Id agree with cecily about this robe, but you actually do make it look rad with the female darkelf, very mistmore indeed. | ||
