If I remember right, she stands beside a building in the commons zone. You should be able to see her from the ramp that goes up to the int caster building.

Just stopped by the bank in Erudin tonight, and found a new NPC standing
outside the bank door....
His name is Sparlus Penfold, and he sells but one item...the latest edition
of the Odus Chronicle. Cost my Erudite Paladin 2sp, 8cp. It is No Rent.

Inside were some good summaries of what's been going on lately with the
Plaguebringers, the plague in the Karanas Plains, and rumors about the
latest actions of Innoruk's daughter.

Kudos to Verant for finding a way to provide info in-game on what's been
going on lately.

Its a bought no-rent item - you have to actually click on it and choose
the newspaper in the merchant trade window, not just blithely hand over
money...

Someone posted a URL to a site archiving the text from all these papers
- anyone have it to hand?

Pending update:

-npcs created and spawn in [May2001]
-books created
-if one of the newspaper vendors has a missing volume (e.g. The Dark Truth Volume 1), the npc will still spawn in May2001, but will have an empty vendor list until Jun2001.
-most bandits and dervs have a chance of dropping any of the newspaper editions for the time, beginning in Sep2001 (the earliest report I saw for them). This means if it's Aug2001 in the timeline, they would only drop the August edition. In the current timeline of servers, they will only drop Volume 7 (2nd edition)

Open questions:
-For the Odus Chronicle, Passenger's links for volumes 1 and 3 are the same content. I believe that is volume 3 text, so currently, volume 1 is missing from Sparlus Penfold. If anyone has a source for volume 1, let us know.
-I could not find a good spot for the Oggok newspaper vendor outside in Feerrott without just guessing, so he's currently inside by the tree. Crazypro mentioned a possible location. Can anyone confirm that? Will update if so.
-If anyone knows about other npcs which could drop the newspapers and/or can confirm that first began in Sep2001, we can update.

Klob Pulp was at 1000, 840, 27 in the Feerrott on EQMac (I think)

I found this image, don't know the date, but it looks to be taken in Luclin or PoP? He looks to be in the exact spot I mentioned in the Feerrott in this image.

Based on his Allakhazam page comments it looks like at some point long after our timeline a dark elf NPC took his old spot in the Feerrott and he was then moved to stand by a tree in Oggok which is where he currently resides on live.

He should have been listed in Oggok. I've moved him home.

This screenshot on the page for the NPC who stole his old spot does indeed look like the hut in the Feerrott I mentioned, thought it looks like the interior this time:
