Blue and green have reached the same expansions, and, while there are a few small differences, they are essentially the same in terms of gameplay. Green has the largest population and you would have the best chance at finding groups there. There's a good chance that there will be an increased experience event over the 4th July weekend, so that would be a great time to find people leveling new characters.
