On live they released expansions which redefined what BiS was every year. Between 2003 and 2007 the BiS window moved twice a year. So not really sure what you're claiming there.

Yea its more likely it will bring people back who have been waiting years for it to happen at this point, and if there are people who would quit over a merge, they were not benefiting the server anyway.

Why would green want a merge? to sell their artifacts? blue certainly needs more players but I don't think a merger is what will bring people back. The current lockout raid meta has driven away more players than anyone is willing to admit.

Yes im sure it has, and thats why the servers not only need to be merged, but also wiped.
