That patch was from 2020. As far as I know, no recent patch has changed procs rates, unless it was a silent change. That is what people are trying to say.

Nah p99 devs changed the entire proc formula, like 1 or 2 patches ago.

And by recent, people probably mean in the last year or so. 6 years ago is not recent. There have been more than 1 or 2 patches since 2020.
