Red99 will not be a ghost town, that is a laughable, desperate assumption from someone that sounds afraid of losing members from the blue server. Classic EQ only requires 200-300 players to make the zones feel fairly populated. I'm a 55 unguilded Necro, I couldn't care less about how many people are around. I have a bunch of friends from Live here and I can group with them when I feel like it. I'm only around here until Diablo 3 launches anyway; this is a stop-gap for me. I'm having fun exploring the rest of the game I missed the first time around.

200-300 players at prime? I think you're grasping at straws. 200-300 at prime means 50-150 non-prime. Guess how many contested spawns have spawntime variance? Your hypothetical competition is going to exist only on small camps if at all. Even then, are you really so exited over this?

Like I said above I'm pretty sure you're being delusional. The game isn't built for PvP. You can argue balance until you're blue in the face but the engine just isn't built for it. I'm sure there's niche players like yourself who enjoy it, and that's great...you're just a minority. If you're so competitive why not play something relevant? Are you planning on running around town shouting that you pwned someone in an emulation of a 12 year old game?
