Quest Issue: Testament of Vanear / NPC not giving items for money

Good Evening,

I am working on the Testament of Vanear and Moodoro Finham in Qeynos will respond to the quest text but when he offers to sell the book for 2 gold. He just takes the gold and will not provide the book.

When I tell him that "I want page 34" he responds about the card game and wanting 4 gold for a card.

I have given him over 2 plat already in 2g increments and 4g increments and he has yet to give me either a card or the container book.

I have petitioned and Amelinda has killed the npc and I have spoken to him when he respawned but has not resolved the issue.

Could someone please look into this and let me know if the quest is bugged or if there is something else I must do before he would give me the items required for the quest.
