I had the same issue when I was doing the quest back sometime last year. I gave up killing Skeletal Monk after like the 15th time, and not once did he drop it. So I killed the Scyer and moved on.

As they said, the drop rate is 48%.
I grouped every time I went to guk. So to kill two birds with one stone, I'd hop down, and kill him. I would not stick around for the repop because I had to join up with the group, so maybe this was an issue. Again, we all know about the amazing "grouping" of successful skill ups and failures. We get dozens and dozens of failures, and then whoa, 3-4 successes in a row or grouped very tightly. This is not truly random then, but when the game was made ('97) maybe the random number generator techniques were not advanced and they had to devise a work-around system to "seem" like it was random.
