BLESSED OIL quest not working final part

Hello

So been playing on Red P1999 with a druid out of qeynos. I was doing the blessed oil quest for faction and some xp. i was just doing the first part of blessed oil quest in the quest circle( ie nitrates, mail, oil delivery, mail, nitrate delivery).

So i got into my head to turn note (temple summons) you recieve from High Priestess Jahnda to brother hayle in split paw. I ran all the way to spli paw and camoed in to brother hayle.

He does accept note and give you xp and factions , BUT DOES NOT GIVE YOU A KEY.
